“MATA-SE A TURMA DO APITO E SURGE ASVC”: A NOVA ASSOCIAÇÃO COM APOIO DA POLÍCIA

O fundador e coordenador da “Turma do Apito”, Adão Van-Duném, realizou uma Conferência de Imprensa nesta sexta-feira, 15 de dezembro de 2023, para esclarecer o desmantelamento da Brigada de Combate ao Crime pela Polícia Nacional e apresentar uma nova Associação Solidária de Vigilância Comunitária – “ASVC”, com o lema “Está a falar e Está a fazer”, através de um Memorando de Encontro com os membros e a Polícia Nacional de Angola.

A Brigada de Vigilância Comunitária, mais conhecida por “Turma do Apito” do Distrito Urbano do Sambizanga, que tinha como objetivo expandir suas ações para outras zonas e bairros da capital de Angola e outras províncias, “morre” no dia 1 de dezembro, após a Polícia Nacional desativar a Brigada da “Turma do Apito” por usurpação de funções, segundo o porta-voz do Departamento de Investigação de Ilícitos Penais (DIIP) da Polícia Nacional, Quintino Ferreira.

Desde o surgimento da Brigada “Turma do Apito”, o aviso sobre o modo de atuação truculenta, considerada perigosa para a integridade física dos munícipes, não faltou. Isso gerou questionamentos sobre a competência da Polícia Nacional, o órgão do Estado responsável pela manutenção da Ordem e Tranquilidade Pública, conforme relatos dos maltratados.

O ex-fundador e coordenador, Adão Van-Duném, durante a conferência de imprensa realizada hoje às 08 horas, no Distrito Urbano do Sambizanga, em Luanda, justificou o desmantelamento da “Turma do Apito”. Segundo ele, os membros desta organização estavam constantemente usurpando as funções dos efetivos da polícia.

“Existe muita ambição e conflitos, por isso, fui obrigado a me desfazer da Turma do Apito e criar, com os demais membros, a Associação Solidária de Vigilância Comunitária – ASVC, que já está a funcionar aqui no Distrito Urbano do Sambizanga e em Cacuaco, no bairro Paraíso. Essa iniciativa foi aceita pelas autoridades angolanas através de uma Nota Introdutória feita às 10 horas do dia 22 de fevereiro de 2023.”

O encontro entre os membros da Associação e a Polícia Nacional foi realizado na sala de Reuniões do Comando Provincial de Luanda, sob a presidência de Sua Excelência Comissário, Mateus André, em Exercício. Diversos representantes policiais estiveram presentes, incluindo o Subcomissário Sergio Leite Faria, Chefe de Departamento de Educação Patriótica, Superintendente-Chefe Walter Cortez B. Costa dos Santos, Chefe de Departamento de Estudos e Planeamento, Superintendente-Chefe Manuel Chico Cachimbo, Chefe de Departamento de Informações Policiais, Superintendente-Chefe Clemente Miguel Pontes, Chefe de Departamento de Assessoria Jurídicas, Superintendente Adilson Santos, Chefe de Departamento de Investigação de Ilícitos Penais e Intendente Octávio Samba Jonjo, Chefe em exercício do Departamento de Segurança Pública e Operações.

Pela parte da Associação Solidária, estiveram presentes os senhores Walência Afonso, presidente do Conselho de Administração, José Jorge, soba do Município do Sambizanga, Horácio Teixeira, porta-voz da Associação, Adão Van-Duném, presidente Honorário, Elisa Bernardes da Silva, chefe da secção de Finanças, Gaspar Domingos, Coordenador da Juventude, Ivânio da Silva, diretor de Operações, Adão Neto e Apolinário Manuel José, coordenadores da Cultura e Desporto.

“Senhores jornalistas, considerando o objetivo do encontro, estabeleceu-se como agenda de trabalho um programa de parceria e apoio da Associação onde há falta de infraestrutura própria para o funcionamento adequado. Trabalhamos atualmente em residências sob contrato de arrendamento. Neste momento, necessitamos adquirir infraestruturas próprias que ofereçam melhores condições de trabalho e de acomodação. Temos como recomendação de um grupo de trabalho a nível do CPL, coordenado pelo Chefe de Departamento de Educação Patriótica, que inclui os chefes de Departamento de Informações Policiais, etc., e sob acompanhamento do Comando Provincial de Luanda, a Associação Solidaria de Vigilância do Distrito Urbano do Sambizanga pretende estender suas representações para os Municípios do Cazenga, Talatona, Belas, Icolo e Bengo e Quiçama”, disse o Presidente Honorário, Adão Van-Dunén.

Walência Afonso, PCA da ASVC, discorda da desativação da “Turma do Apito” pela Polícia, alegando que deveria ser abordada de forma pedagógica e próxima aos brigadistas. Apesar de reconhecer que alguns membros agiram fora da lei, destaca que a nova Associação visa corrigir essa imagem negativa. “Não podemos julgar toda a turma.”

Quanto às denúncias sobre o modo musculado de atuação, usando mocas, catanas, mangueiras e ferros para torturar supostos meliantes, Van-Dúnem reagiu afirmando que “isso não condiz com a verdade no momento em que estava a trabalhar como Coordenador porque a Brigada levava os bandidos, encontrados com a boca na botija, sem violência, às unidades policiais mais próximas. Mas depois começou a surgir ambições e conflitos com os demais responsáveis, e preferi deixar a Turma do Apito”, disse.

Quando questionado sobre brigadistas violentos que resolviam problemas conjugais e se serão reenquadrados com a nova Associação, o presidente Honorário esclareceu que a ASVC não se envolverá em problemas conjugais nem atuará como Ministério da Justiça, Educação, Cultura ou Finanças. “Não vamos obrigar os moradores a contribuir com dinheiro. Vamos manter a vigilância e combater a criminalidade através da Lei 17/16 de 1º de junho, a lei orgânica sobre as organizações e funcionamento das comissões de moradores. Esta Associação tem um Estatuto, e em breve será publicado no Diário da República.”

O Club-k contatou o Diretor de Comunicação Institucional e Imprensa do Comando Provincial de Luanda, Superintendente Nestor Goubel, que esclareceu que “foram montados postos do comando para devolver o sentimento de segurança aos cidadãos no Distrito Urbano e justificou que a desativação da brigada ocorreu devido a atos não abonatórios, chegando mesmo a usurpar as funções da Polícia”, segundo o porta-voz.
